It is wonderfnl how tbo fast mail schedule on the Atlantic Coast Line annihilates space and distance. . A man may new take breakfast in New York (a very early breakfast though) dinner in Richmond and supper in Wilming ton. But something that seems more wonderful still lhan this is the fact that a few days since a party in this city received a letter at breakfast time that was dated and written in Charleston on the same day that is. it was written after 12 o'clock at night and eent off by tho midnight train from Charleston. TlieCity Hospital. We took occasion a day or two since to visit the City Hospital, and regretted that wc had cot been then before. The situation is the best that could possibly have been secured within the city limits, the grounds are spaciouslfor the convenience and use of convalescents and there is about tbeentire establish ment an air of comfortable retirement especially adapted to the sick. The buildings are roomy, but quite a cum ber of alterations aro needed to make them as convenient and comfortable as is desirable. These changes will soon be effected, and then tho city hospital will be tho equal of any of its kind. Kailroad Tickets. A new kind of railroad tickets has been brought into use by some ot the leading roads of the North and there is a fair prospect that it will be generally adopted, as tho system works well and has received tho endorsement of passen gers, agents and travellers. The sys tern is best explained by taking the Grand Trunk road as an example. That road prints a book of tickets con taining ,1.000 or 500 or 50 tickets on a page, each ticket good for one mile. These tickets are smaller than postage stamps, twenty on a sheet, and perfor ated. You can buy two, twenty or a thousand of them at a fixed rate and tho company is bound to accept one o them for every mile you travel on that road. You are not required to tell the ticket seller where you intend to go, but secure tickets for one hundred miles, or a thousaud miles, or twenty miles, or two miles, just as you may desiro, and give the conductor enough of the squares to carry you to your destination t here is no such thing as lay-over tick ets or trouble in getting tickets changed, or loss on through tickets not used, and tho road is duly protected from scalpers Tho N. C. Insane Asylum. The dividing lino established accord ing to law, between the North Carolina Insano Asylum at Raleigh, and the Western North Carolina Insane Asy lum at Morganton, runs from the Vir ginia line south with the western bound ary lines of Rockingham, Guilford, Randolph, Montgomery and Richmond connties to the South Carolina lice. All applications from counties west of said lino are to bo made to the Western Asylum. Dr. Grissom informs us that the following rule's havo been adopted by the board of directors of the North Carolina Insane Asylum : (1.) All ap plications now on file to be renewed under the new act ot tho .General As sembly and recorded as received, stat ing name, date, county and what dispo sition is made of the same, and the correspondent of the applicant notified. (2.) All admissions to be made in the interest of tho institution, merits of the caso and tho protection of socio ty. . (3.) Acute cases, with good prospects of cure, to be admitted promptly on application, making room by discharge, if necessary, of some com paratively harmless and incurable case, from tho same or some other county., (i ) AH applications to be re ferred to tho board of directors or exec utive committee, with such informa tion pertaining to the same as may be of service to said committee in deciding as to the admission of the case. Such admission is to bo regulated,1 as far as practicable, by the population, in such manner as to equalize the benefits' of the institution among the various counties. (5.). Each admission or rejec tion ol an applicant to be a matter of record in a special book, and sign ed by two or more members of said board or committee. (6.) No patient need be brought to the asylum without previous notice of acceptance by the board of directors or executive committee. The press of the State is asked to copy this announcement.
